That really isn't the case, especially in industries trying to do novel work. I will point out that people seem to simplify game development as if it's just a progress bar, and if that bar goes on for long enough then quality is output. Regarding everything else, all we can do is speculate. Really makes me wary of more and more large developers relying on someone else's engine. Multiple Unreal Engine 4 games launched with similar issues, like CPU bottlenecks with poor multicore CPU utilization, frequent shader compilation stutter as new assets are loaded in, devs being unable to improve the engine to meet their needs, etc. Regarding performance/technical issues, Digital Foundry's weekly podcast discusses part of the puzzle.
